'good delivery' how it should go.

  1. VEHICLE ACCESS
    Please ensure tank 'fill points' are positioned to facilitate clear access to the 'fill point' for the tanker

  2. TANK ACCESS
    Please ensure that if possible tanks are positioned on the ground or, if high up, delivery can be made by an offset fill pipe. If Tanker Drivers are required to climb ladders etc to fill a tank, please note it is your legal responsibility to provide safe access to the fill point, via secure and safe ladders.

  3. GAUGES
    Without accurate, visible means of determining tank contents, how do we know how much product a tank contains? To make a safe delivery the driver needs to be confident there is sufficient ullage for the amount of product he has scheduled for your tank.

    Please ensure your tank gauges are both accurate and easily read.

  4. SUFFICIENT ULLAGE FOR VEHICLE TO CLEAR LINES
    It is important to realise that most of today's modern vehicles operate on an air blown delivery system. in order to ensure that the customer receives the amount of product shown as passing through the vehicles meter (and to avoid product spilling from the delivery hose when disconnected from the customers tank) it is necessary for the delivery line to be blown clear by air pressure.

    Many small spillages are caused by product overflowing when the delivery lines are blown clear because the tanks have been filled to the top and the pressure of the 'blow down' forces the product out of the receiving tanks overflow.

    It is essential to leave sufficient ullage in the tank for this operation to take place safely.

  5. TANK LABELS
    Tanks and fill-pipes should be labelled. If you have more than one tank on site, especially of the same product, it should also be numbered. Product labels are available from your A.I.D. Sales Representative, or, via our sales office.

  6. TANK BUNDING
    Correct bunding of Oil Tanks by metal or brick structures such that the the entire contents, plus ten percent (10%) would be contained within the bund in the event of a serious leak. This has the dual advantage of saving the oil and avoiding a potentially expensive pollution incident.

  7. TANK CONDITION
    Tanks must be properly installed and sited on a sound base. They must be in sound condition and free of heavy corrosion. Our Drivers or Sales Representatives can offer advice regarding the suitability of tanks for fuel storage.

  8. PRESENCE OF COMPETENT STAFF
    It is important that in addition to items 1-5 there is a competent person on site to assist the Tanker Driver during delivery. This will prevent a high percentage of spillages and contaminations.

    By following the guidelines on the enclosed 'Customer Responsibilities for the Receipt of Petroleum Products' a safe delivery, without damage to the environment, should result.

    It is essential that the competent person receiving the delivery is fully conversant with these guidelines, and for the guidelines to be placed in a prominent position close to the fuel facilities.

    Spillages and contaminations are hazardous, cause damage to the environment, are time consuming, are expensive, but most of all that are PREVENTABLE!

COMPETENT PERSONS CHECK LIST
FOR THE SAFE RECEIPT OF OIL
DELIVERIES

STORAGE TANKS
i)    The grade of product stored and capacity should be clearly indicated on all storage tanks.
ii)   The tank inlet valve should also be clearly marked with the grade of product stored.
iii)   Each storage tank should have its own contents gauge or dipstick.
iv)  Storage tanks, valves and pipe work should be in sound condition and free from leaks.

BEFORE ACCEPTING A DELIVERY
i)    Check the Despatch Note presented by the driver and agree the grade and quantity to be received.
ii)   Any person climbing on to the delivery tanker does so at their own risk.
iii)  Check wet dip(s) or starting meter reading on the delivery vehicle.
iv)  Ensure that there is sufficient capacity in the appropriate storage tank(s) to accommodate the quantity to be received.
v)   ENSURE THAT THE DRIVER HAS CONNECTED THE VEHICLE DELIVERY HOSE TO THE CORRECT STORAGE TANK INLET. 
vi)   Ensure that all valves are properly set so that the product can be delivered into the correct storage tank.
vii)  Customers must comply with all legal requirements for deliveries of motor spirit.

DURING THE DELIVERY
i)     SUPERVISE THE DELIVERY AT ALL TIMES. Ensure that there is no one smoking.
ii)    Watch the overflow pipe and the product level in the storage tank.
iii)    If there is any leak or danger of an overflow instruct the driver to stop the delivery immediately.

AFTER THE DELIVERY
i)     Ensure that all inlet valves are properly closed.
ii)    Check the vehicle dry dip(s) or finishing meter reading, complete the Despatch Note and sign for product received.

IN THE EVENT OF A SPILLAGE/OVERFLOW
i)     Keep people at a safe distance and observe all safety precautions (eg. no smoking/naked flames).
ii)    Prevent the oil from entering any sewer, drain or watercourse by using earth, sandbags, or suitable absorbent material. do not spread the spillage by hosing or by using dispersants.
iii)   Inform your supervisor immediately. If oil has entered sewers, drains, streams, lakes or rivers inform the appropriate Authority. If oil has spread on to a public footpath and/or roadway, inform the Police immediately.
iv)  Ask the driver to inform the A.I.D. FUEL OILS OFFICE IMMEDIATELY BY 'PHONE.
